Is there any way to download and apply the patch manually or start starcraft without updating?
Is the game installed on a laptop that's yours, or on a machine (laptop / desktop pc) that belongs to the school? If it's the first, can't you update the game from another location? If it's the latter then I see only two options.
1) If you have access to another computer or laptop that has StarCraft II installed and patched up, then you can just copy the whole StarCraft II folder over to the other computer, if it's allowed by your school.

Can I not just download the patch somewhere and install it?
I'm afraid not. They moved to a streaming installer and patcher where data is patched on the fly. You would have to use the desktop app in order to download all patches for StarCraft II and the computer has to be connected to the internet during the patching process.
Your game needs to be up-to-date, or the login server won't let you in.
I know your trying to help but this seems somewhat illegal and definitely unethical. Effectively blizzard has altered my game deliberately so I can no longer play it. I get that everyone has to be on the same level for multiplayer games but this does not explain being locked out of single player mode. I would recommend they do something about this asap.

I understand. I'm not a Blizzard employee but just another player like you are. There's not much I can do about it and I don't think the people over at Customer Support and Technical Support can do anything about it either. You could try posting your suggestion in General Discussion, the employees do watch these forums for constructive feedback and popular topics.
Unfortunately I have no idea what else to do besides the suggestions already mentioned. You could try running StarCraft II in offline mode, but I believe it requires the game to be fully up-to-date and that you must have logged in within the last 30 days. I haven't actually tested this yet but you may want to try this, and see what happens.
1. Go offline by unplugging your ethernet cable or disabling your network adapter in the Device Manager.
2. Start the Battle.net Desktop Application and press Play.
3. A message dialog appears 'Connecting to streaming server.', click Cancel.
4. Enter your Battle.net Account Name, click Connect > Play Offline > Enter.
5. If you're in, try playing a single player campaign.

When I was back in college I faced similar problems about games. I used a VPN service (cheap ones are about $5 a month) to bypass such restrictions. I am positive that can help in your case too.
While using VPN 'may' be against school's internet policy (it bypasses school's restrictions) there's no other way than using VPN or getting your own internet in such cases.

- Mira Han’s production structure the “Assault Gallons” are also combat units. Early on they can help defend and even clear some enemies. She can support up to 5 of these ships so make sure to get them up and running as soon as possible. Once unlocked at level 3, they can also be equipped with a hanger bay and release assault drones.
- Reapers cost no gas and are an excellent early defense, as well as a great option for clearing expansion rocks.
- Mira’s Hellions do not have flame throwers, instead they deal bonus damage to armored targets!
- Mag Mines are very powerful and can be used as defense or offensively if placed correctly. Be careful of the arming and targeting delay. Fast units may run past the mines. Be creative with the placement for maximum effectiveness.
- Horner’s precision strike ability on the top bar cannot be used until Bomber Platforms are constructed from the SCV. He can field up to 10 strike fighters. With the low cooldown and bonus damage to structures, these Strike Fighters can do a lot of damage to enemy encampments. With good timing these Strike Fighters can also be used against incoming attacks. Be careful however, as using Strike Figthers recklessly or sending them too deep into enemy defenses will cost you; they have a long rebuild time if they are lost.
- Once the Viking upgrade is unlocked at level 7, they can actually become a powerful ground splash option.
- Weapon and Armor upgrades are found on the Armory. All units benefit from these upgrades, so a mix of infantry, ground, and air units, can be combined to create a composition that best fits the mission.
- The level 15 progression upgrade 'Significant Other' gives powerful bonuses to you army if you balance Han and Horner units. They may have been at odds in the past, but you can get these two commanders to work together and be at their best!
